Within the Mob, Paulsen is a higher up (but not leader) and has been part of the organization his entire adult life (and some child years). He entrusted [[FoxJeffworthy|Fox Jeffworthy]] to deliver a package to [[SvitaRaxina|Svita Raxina]] as part of his debt-repayment to the TLU for assisting Jeffworthy's drone-assembly. The package was in fact an explosive meant to assassinate Raxina and end her potential uprising through the TLU, however Jeffworthy's failure to deliver the package means she lives and now all-out war has broken out.
