I'Xan
The I'Xan are a race of sentient avian beings from the planet I'Noth. They strongly resemble humanoid Earth-penguins.

Description
I'Xan are humanoid beings that resemble penguins from the planet Earth. They are squat in stature and covered in thick, dark hair-like covering akin to down feather or fur, and have a prominent break at the front of their face. Their digitgrade legs are short but powerful, and they have strong arms ending in three-digit hands.
Culture
The I'Xan culture is centered around the ideas of capitalism, entrepreneurship, and exploitation. There is no centralized currency within I'Xan societies and as such bartering and trade are plentiful throughout their society. While they are keen to exploit resources to their fullest in order to gain capital, the I'Xan are not generally a greedy or dishonest people. Many I'Xan will form agreements with others, even those from off-world, and those agreements are rarely broken, as it is said to bring bad omens to those who break contracts.
Society is divided into the city-state islands that dot the equator of I'Noth, such as N'Mari. These islands are led by a Council of Rooks - ten prominent elders who have garnered respect in the community and have amassed large amount of capital and wealth. For the most part the Council takes a hands-off approach to the governance of the island, getting involved only when large disagreements between powerful citizens break out or if the presence of an Offworlder causes too much disturbance. Otherwise, they reside in the Rookery of the island, making themselves available for advice and tending to their own business.
Each city-state houses a large number of I'Xan and one can find plentiful things within, such as fisheries (the primary food of I'Xan), forges, lodging, and other basic needs. Every city-state will have a prominent central market and shipyard to support the two primary occupations of the I'Xan: merchant and "mercenary".
Technology
Due to the prevalence of Ancient technology present on I'Noth - including the numerous Void Apertures scattered among the ocean - I'Xan society has advanced quite quickly while also developing some odd quirks. Technology within I'Xan society is slightly more advanced than humanity's level of advancement in the 23rd century, with their sea-going ships extremely durable and mobile within the stormy environment of I'Noth. While being expert traders and encouraging a vast wealth of alien artifacts, I'Xan mercenaries carry weapons and armor comparable to most human military gear. Additionally, many carry ornate sabers made of an advanced material that I'Xan are very guarded about their purpose or origin.
Due to the common use of Apertures, I'Xan see no reason to attempt to leave the planet via "conventional" means. This combined with the apparent danger of flight in the storm-riddled skies of I'Noth and the I'Xan genetic disposition against flight have resulted a civilization with no methods of air and space travel (nor even the desire for these). However, it should be noted that the I'Xan are not naive, and can quickly recognize the value in things such as rockets, aircraft, and space craft.
